The Tyne and Wear City Region Employment and Skills Board is a strategic and delivery partnership, bringing together employers, local and national government agencies, and the voluntary and community sectors, to tackle worklessness and improve employability in the Tyne & Wear City Region.
It is one of three new partnerships currently being established by the Tyne and Wear City Region Executive, aimed at adopting a collective City Region-wide approach to tackling the key economic development challenges faced by the area.
In June 2006, all of the local authorities in the City Region area, along with key government agencies, business groups and other partners formally committed themselves to this collaborative approach.
The Board’s key objectives are to:
In October 2006, the Employment and Skills Board secured from the Department of Work and Pensions (DWP) the status of an official City Strategy Pathfinder pilot area, one of just 15 in the country.
Since this time, the City Region has made significant progress including: establishing a board; agreeing a joint strategy with commitment at the highest level from all partner organisations; gaining commitment to streamlining activities and aligning funding; appointing a Delivery Manager and Executive Team; gaining sign off for the Employment and Skills Delivery Plan; and securing agreement from Jobcentre Plus for the Board to manage all resources from the Disadvantaged Areas Fund (DAF), in the City Region area.
Bringing together and delivering key elements of national, regional and sub-regional strategies, including the Regional Employability Framework, we are working with communities, through Local Strategic Partnerships, to identify and meet local needs, focusing our additional help on people in the most deprived areas of the City Region.
During 2007/08, the Board has begun to use its influence and funding to support and guide the planning and delivery of employability and skills services across the City Region, and has published a Business Plan and Delivery Plan describing the actions it intends to take.
The Board is now in the process of defining the details of the service delivery model it will adopt, making decisions on its approach to procurement and is beginning to deliver its planned activities.
